[Pkg-samba-maint] Samba 4.2.13 needs to be packaged

In a discussion with the security team, we decided that the Samba
Team's 4.2.13 release, essentially combining the patches we have
already pushed plus some other regressions, should be proposed as a
stable-update.  

The reasoning is that it should give the update more room for testing,
and get the remaining regressions out of the bailiwick of the security
team.

I plan to do it, but as you know my plans often turn to be optimistic
due to other work pressures, so any help most welcome.  It should be a
pretty simple update, and will close some bugs like the keytab one.
