Still i dont get this, i did follow that link above.
Then i followed this link.
https://www.debian.org/doc/manuals/developers-reference/pkgs.html#nmu-guidelines and read through 5.11. 

If im not a maintainer but an uploader and its a new version, so verion -0.1. acording to the page above, now your saying not, so point me to what i am missing here.
Or is upload equal to maintainer?

Thanks for your advice, i'll go read more.

So i can make git changes and be more complaint with how the packaging team works.
