[Pkg-samba-maint] Bug#803924: -HUP needs to be sent more broadly

Thinking about this some more, in the multi-process architecture of the
AD DC, the -HUP will need to go to every samba process - just making
the master process reload won't do anything for the children, as far as
I'm aware. 

That said, wildly sending SIGHUP with killall wouldn't be wise either. 
This is going to need code changes to do properly - adding the reopen-
logs smbcontrol as I mention, and having the parent process be
responsible for telling the children, or broadcast it, if that hasn't
been rewritten out.
