Can you explain this a bit more?  It it just a compatibility lib, has
no ABI and should be tightly bound to each component.

No.  Gary and I tried to upgrade the in-tree version and after making
it build (tricky enough), it failed make test in strange ways.

Wait for Red Hat or others to finish the work.

Yes.  I'm sorry we missed it, but it needs to remove the reference to
BUILD_SYSTEM entirely, not just patch the waf.

No.  Still not reliable enough.
