Network Manager is not targeting servers. More appropriately, you can
use systemd-networkd.

Otherwise, you probably need "ifupdown-wait-online.service",
introduced in ifupdown 0.8.22 (#868650) and fixed in 0.8.25 (#873475).
Stretch has 0.8.19.

Can you please test one of those two solutions?
