[Pkg-samba-maint] Bug#901585: samba-common: samba installation failed when samba-common/dhcp is on

(More precisely it is samba-common-bin which failed)

When installing samba (`apt install samba-common-bin` is enough for
this bug) and you answer Yes to samba-common/dhcp, the postinst script
failed since /etc/samba/smb.conf now includes /var/lib/samba/dhcp.conf
which does not exist.

Please ensure /var/lib/samba/dhcp.conf in samba-common.

Reproducible in a clean sid chroot of today, samba-common 2:4.8.2+dfsg-1.
