gitlab-ci.yml: Allow samba daemons to start during autopkgtest
Removing /usr/sbin/policy-rc.d only prints:
invoke-rc.d: could not determine current runlevel
invoke-rc.d: WARNING: No init system and policy-rc.d missing! Defaulting to block.
