Whether or not that is a reasonable thing to do for future releases of Debian it doesn't seem appropriate to me for a stable update.

Anyway the debdiff I used to fix the issue in raspbian can be found at https://debdiffs.raspbian.org/main/s/samba/samba_4.9.5+dfsg-5+deb10u1+rpi1.debdiff , do with it as you see fit.
