[Pkg-samba-maint] Bug#981554: samba-common: samba-common/dhcp PRIORITY=high results in prompt during d-i task-kde-desktop install

Dear Maintainer,

Selecting KDE as the desktop during instalation from this daily D-I test ISO:

   https://cdimage.debian.org/cdimage/daily-builds/daily/20210131-1/amd64/iso-cd/debian-testing-amd64-netinst.iso

results in samba-common being installed, which then presents the user with the
debconf question samba-common/dhcp, which regards whether to edit smb.conf in
order to take DHCP into account (see: https://openqa.debian.net/tests/10143#step/grub/36 )

This would seem to be because this question is set to PRIORITY=high here:

   https://sources.debian.org/src/samba/2:4.13.3+dfsg-1/debian/samba-common.config/#L69

This seems like a question that should not be asked at install time, since the
user is quite likely to have no idea what smb.conf, DHCP, WINS or IP are, and
may be concerned that they are doing something wrong by not installing
dhcp-client, or worried that they don't understand how they should go about doing so.

Perhaps the KDE task should not be pulling samba-common in at this point, or
perhaps the priority is set too high, but it seems clear that we should not be
bothering our new users with this question.
