[Pkg-samba-maint] samba-4.16 progress so far

I just pushed another large update to git master.

This set of changes does not directly related to 4.16
version, it touches general packaging. And there are
really many changes in there, and some of them fixes
quite.. large, long-standing, issues.

Two changes which I want to highlight.

This sure is a shlibdeps handling which was quite
broken in various ways, for a long time.

And this is another python library which were moved
from python-samba package to samba package to avoid
circular dependency.  I moved it back to python-saba
(stopped moving it in d/rules) to restore the status
quo.  Adding checks to verify we do not have new
dependency loops (new unwanted dependencies between
packages).

Wug.

Unfortunately salsa git receive hook does not send
all changes to the list, I expected to see the
whole log.  There are quire some spelling fixes
which are large (which I also forwarded upstream).
