Since version 4.16 of samba package in debian, I removed python dependency
from samba-libs and samba-dev packages, only python3-samba contains python
parts now (and depends on python3-talloc etc).

I believe previous packaging had issues there, keeping (some) python stuff
in main samba packages.

Is it not enough to solve your issue?
