[Pkg-samba-maint] Bug#993014: cifs-utils non-parallel FTBFS

Hi. Now that this is finally fixed in sid, here is a proposed diff for 
bullseye, including changelog.

It's the same fix which is now in sid. I've tested and it works for me.
