[Pkg-samba-maint] 4.16 appears to be ready for upload

I finished tweaking 4.16, with embedded ldb too.
It builds fine, and it work and passes my minimal testing.
I think it can go now.

I force-pushed my mjt-4.16 branch to the salsa repository.
Please review (there are *lots* of commits in there),
unfortunately ;) ).

Debian archive is quite a bit unstable now due to the
large python transition so we have some time before it
settles down.

Are there some test coverage for samba? I'd love to do
some more testing.

And oh, I'll have to write something to d/changelog ;))

And maybe fix some bugs too, and maybe close some more.
Help with testing and bug triaging is very much welcome.
