The new build of samba-libs (which includes this move) does not
depend on any python stuff (python3-{samba,tevent,talloc}).
So at least the original issue with #1006875 appears to be fixed.
This does not change much for the majority of the users though,
since the main package (samba) depends on the python bits anyway.
For those who use just libsmbclient, python bits becomes unnecessary.
And this change should allow co-installing samba-libs from different
architectures (but not python3-*).
