d/NEWS: merge it into d/samba.NEWS

The single d/NEWS (which is copied into *every* package) entry
was about removal of swat, a tool to manage smb.conf for samba.
It is only relevant for the samba binary package, it is not
interesting for all other packages.

It is old news anyway (almost 10 years old). At least we have
several lintian warnings removed now (out of 750+ due to mips*
executable stack).
