your package uses pkg-config in d/tests/can-link, but does not
declare dependency of pkgconf.

So far, pkg-config were installed due to a wrong dependency
on pkg-config in libtdb-dev package, which has now been fixed.
Now your package fails at the CI tests.

Please add pkgconf dependency to d/tests/control (it's trivial).
(Tagging as "patch" too).
