[Pkg-samba-maint] Bug#1072991: cifs-utils depends on python - need it?

In debian 11 and 12 (oldstable and stable) python is a 'deps'. In debian 10 it isn't.

Suggested fix: cifs-utils package made to not depend on python.

Ramble:
Ideally all bits of samba would work without python (someone did provide a patch years ago...)
Debian USP is its ability to function as a desktop without depending on python.
Very different from Ubuntu/Fedora...
