[Pkg-samba-maint] Bug#1087409: samba: Please enable libpcap-dev dependency on hurd-amd64 too

Hello,

samba also needs libpcap-dev on hurd-amd64, so better enable it for all
hurd ports, as the attached patch does, could you apply it?

The rest of the build failures are getting fixed directly with upstream.
