I can't confirm this - in my testing, samba 4.22.1 (note: NOT 4.22.0!)
list contents of directories containing filenames with double quote or
backslash just fine, - exactly like with any other special character,
with the usual name mangling.

However, due to new in 4.22 directory leases, directory listing is not
updated in time when it changes as before.  Can it be the actual
problem you're seeing?

To verify, check the new "smb3 directory leases" parameter.

I'm tagging this bug report with moreinfo for now.
