This is an upstream issue, and it should be resolved not by adding
additional library to a system-wide library list for just a single
executable, but by fixing this particular executable.  There are
multiple samba-provided binaries which use libsFOO-private-samba
libraries without this system-wide addition.

But for libmscat-private-samba.so this additional dir has been
forgotten.

There's a simple fix for this, I'll apply it for the next version.
