debian/gbp.conf is hints for git-buildpackage.

I use more or less identical file for each of the 500+ packages that I 
am involved in maintaining in Debian.  I have _not_ looked closely at 
your package but unless it is quite unusual it is sensible to reuse same 
file as is in e.g. ruby-sass.

Stripping .git* files happens when upstream source is imported - i.e. 
with the command "gbp import-orig ...".  You already imported the 
current upstream release, but you should be able to import again on top 
of the current git.  I don't know for sure, because what I do myself if 
I notice that I forgot to include that file when doing the initial 
import is to start over creating the git from scratch.
