Bug#472094: libsdl1.2-dev: "sdl-config --version" prints incorrect version

I'm beginning to suspect that Debian's SDL 1.2.13 actually *is* 
1.2.12. The libsdl1.2_1.2.13-2.diff.gz file, which I just retrieved from 
ftp.de.debian.org contains, among other things, this:

I can't find that among the SDL patches in Debian's SVN repository.

There's also bug #458813, which was supposedly fixed by upstream in 
1.2.13, but which persists in Debian. Though I guess someone would have to 
take a closer look at the Debian patch to say for certain.
