sdl-mixer1.2 revision 1.2.11-3 ready for testing/upload

So this is it, please test, comment and upload if happy:

Please note that I didn't attempt to fix/improve every single thing,
bug or lintian report.  Instead, I improved the bare minimum to get
from 1.2.8 (several years old upstream, released in 2007) to 1.2.11
(several years old as well, from 2009); and some changes which do not
affect the code (e.g. descriptions, Vcs- tags, watch file...).  I
intend to continue improving things gradually in future revisions
during the next weeks/months.
