SDL2 Update to 2.0.3

By the time that it was released, more than a year ago, I thought that
it was pretty uninteresting, with ~95% being Windows RT-related
changes (a new "port") and ~99% being Windows or Mac related changes,
see below.

So I didn't think that it provided anything useful at all for the
Debian package.  Is there anything of real use that we are missing?

Other than that, there was the Debian freeze and it's advised to not
upload packages to unstable unless necessary.

Last week I reviewed it and there's a 2.0.4-buildsomething available
to download from the website, and during all of these months I was
hoping that they did a proper release with all of the continuous
stream of bugfixes, but it seems that they never come to happen, I
would very much prefer to use a fixed version than a random snapshot
from the VCS.  I didn't contact upstream about it, though.


In summary, now that Jessie is released, we can now consider doing
this.  But if we update the version, I think that it makes more sense
to do package a recent version than the oldish 1.3, which doesn't seem
to bring anything new compared to 2.0.2.
