Bug#981204: libsdl1.2: drop unused Build-Depends: libxt-dev, libxv-dev

libsdl1.2 participates in dependency loops relevant to architecture
bootstrap. Rather than look into such a difficult problem, I looked for
easily droppable dependencies. It turns out that libsdl1.2 no longer
uses libxt-dev and it vendors its own fork of libxv-dev. Therefore, both
can be dropped. Please consider applying the attached patch.
