Bug#990125: sdl12-compat: should provide a -dev package

Dear Maintainer,

sdl12-compat now includes all the necessary components to build a -dev
package; see
https://salsa.debian.org/sdl-team/sdl12-compat/-/tree/add-dev-package
for a first stab.

However the current split between libsdl1.2-compat and -compat-shim,
intended so that the former can be installed and used without evicting
libsdl1.2debian, means that the -dev package can’t be used as-is:
dpkg-shlibdeps fails to find dependency information for
libSDL-1.2.so.0 when building binary packages built with
libsdl1.2-compat-dev.

Dropping the library package split fixes that, but would only make
sense if we were to drop libsdl1.2debian entirely in favour of
sdl12-compat.
