With the 3.1.3 preview release having frozen the API and ABI, I think
libsdl3 is ready to go to unstable, but it should probably not be
included in trixie until we reach the first upstream stable release
(which is expected to be labelled 3.2.0).

This RC bug will keep it out of testing.
