You should really try to understand what the packaging is doing... here
you have two files/directories that dh_install tries to install (because
debian/metasploit-framework.install says so!) and that are only needed
if you actually package the gem bundle that the rules file was creating.

If you get rid of the bundle (and you should for Debian), then you have
to update the set of files that you install.
