The file /etc/pam.d/su reads

You can also add "group=foo" to to the end of this line if you want to use a
group other than the default "root".

However, the default group is 'wheel' and not 'root'.

The comment in /etc/pam.d/su *IS* correct:

# Uncomment this to force users to be a member of group root
# before they can use `su'. You can also add "group=foo" to
# to the end of this line if you want to use a group other
# than the default "root".
# (Replaces the `SU_WHEEL_ONLY' option from login.defs)
# auth       required   pam_wheel.so

If uncommenting this line alone, only the members of the group *root*
are allowed to connect.

So, as Sam mentioned in the bug log, the name of pam_wheel is
misleading. I even don't have any wheel group on my system (which
would make my *BSD friends laugh, incidentally...:-)))

Hence, closing this bug report.
