But in unstable, the fix is not needed.

I agree that the versioned dependency should have been included in
sarge. 

However, *which* case woul dbe solved by adding the dependency now ?
Only upgrades from pre-sarge versions directly to testing or unstable.

These have never been supported and will never be. This explains why
I'm really reluctant for adding this dependency.  It will require other
developers advices to convince me that the dependency is worth adding.

The above has never been guaranteed. It often works but the increasing
complexity of the system adds corner cases where piecemeal upgrades
won't work.
