You mean "override" files, like e.g. dpkg-scanpackages

Yes, I agree. Anyway there's not much point in having
"login-shadow" package in Debian/Hurd at all until
Tomasz or pkg-shadow team patches the code to add
Hurd-specific functionality there. Then it will still
have different cmdline options, behaviour etc...
