I suggest we ignore this. The debconf stuff is planned to be
abandoned. So, adding this dependency would only be temporary.

I'll remove the debconf thing and all prompting, which is used only in
D-I, as soon as the D-I team decides that D-I etch beta1 (which still
uses this code) is no more supported.

This will happen when beta2 will be out, so around end January. As a
consequence, I don't think it's worth changing the dependency.
