In sid, yes. In sarge, no.

We're talking about a package which is part of the base system and for
which the maintenance team had other priorities. We do not want to
change the sarge branch now, except for release critical changes.

There is a Romanian translation for shadow in sarge...so, well ,the
most important is achieved, isn't it?
