Yes, this this could fit as such, but somewhere near
year 1991, as far as I remember the SCO Unix manpage
cited above.

IMHO, no program/util depends on HZ envvar anymore, at
least in BSD/Solaris/GNU/Linux world...

So, the description could say something like this:
In old times some programs like prof(CP) and times(S)
(SCO Unix) used to depend on HZ to the point of not
running at all if HZ wasn't defined.
