IMHO, the wisest thing would be to use some default
like "root" for root's password when configuring at
"critical" level and ask twice at lower levels.

So that _password entered_ will always be confirmed and
at critical level only the "Questions that you really,
really need to see" will be asked.

I don't really see a need for having the ability to
be prompted for root's passwd once vs. twice, contrary
to ability to not be prompted at all vs. be prompted
twice. IMHO, the latter makes much more sense -- that's
why I'm proposing it.
