user uucp: directory /var/spool/uucp does not exist
user list: directory /var/list does not exist
user irc: directory /var/run/ircd does not exist

I think we should do this.

Especially given that the real source of annoyance was
"tiger" software, which I use too and can confirm.

I really don't fear the additional work/study required
for 2 and 3, but conceptually 1st way is the correct,
because whole intent of pwck is to find all even minor
inconsistencies.

P.S. maybe reassign to tiger?
