You reported a bug to adduser a long time ago. This bug was then
reassigned to the shadow package (userdel command).

I had a look at it, and it seems to me that it is fixed for a long time.
I could not reproduce it, and I found this entry in the debian changelog:
    * userdel now deletes user groups from /etc/gshdow as well as
      /etc/group.  Closes: #99442
