Dear adduser package maintainer(s),

The bug #37297, currently assigned to passwd is an incredible mess of
bug assignments, merges, unassignments to and from adduser and passwd.

The original bug text suggests it really belongs to adduser but,
before reassigning it to adduser, given its age, I prefer getting
your input.

As you may notice, I'm in the process of triaging the bug log of the
shadow source package and its binary packages (login and passwd).
