This bug about userdel not removing quota is unreproducible on a
current system.

I have created a user on a sarge system with quotas, then made it
exceed its quota.

warnquota then sends him a mail as well as a mail to root for him
being overquota.

However, as soon as this user has been rmeoved with userdel (even if
not "userdel -r"), no more mail is sent, and the user (or its UID)
does not appear anymore in the quota reports. No mail is sent to the
system admins as well.

So, unless, there is a strong argument against this, I will close this
bug soon.
