Can you prepare a tarball of the CVS repository?
Also a tarball of the current empty svn repository may help to make sure
everything will behave like expected.

With this I should be able to provide a tarball with the commands to
execute on the svn host.

Here is what I think should be done:

get the CVS tarball.
Remove the fake Sarge branch, (maybe move sid/debian to debian)
execute cvs2svn on this modified repository.
insert this dump in the svn repository.
create an empty sarge branch (maybe this should be done before the
insertion of the dump file)
commit the current CVS Sarge branch in the svn Sarge branch
