I had a look at this bug.

It seems to me that su was once installed not-suid root, and the submitter
forwarded a mail from an user who proposed to add a check for this in the
testsuite (see ltp-* packages).

I don't know who run this test suite, and if this issue will be found
before the tons of upset users of Sid reporting a bug for such an issue.
