[Pkg-shadow-devel] Bug#309380: shadow: sv.po patched with utf8-encoded strings - but still declared as iso-8859-1

108_sv.dpatch adds UTF-8-encoded strings to sv.po but doesn't change the declared charset 
(ISO-8859-1).

At first I thought the same applied to other languages as well, but after checking most of them 
that doesn't seem to be the case.
