OK, we have two bug reports for pa_IN..:-)

I have to explain Amanpreet things about bug reporting.

The language is *really* pa_IN, not "pa" alone. This is because
Punjabi can be written either in Indic script (mostly by Punjabi
people in India) or Arabic script (in Pakistan).

Somewhat the same case than zh_TW and zh_CN translations. Same spoken
language, but two written forms. The trick of using country modifiers
is not really the perfect idea (locale modifiers would be better such
as pa@indic and pa@arabic)....but that's how we currently deal with
this.
