On my current sarge and sid systems, pam_login is not used, and does
not exist.  Check in /lib/security for pam_login.so.

It's possible this is an outdated config file if you upgraded from
woody.  pam_login no longer appears standard.

This is the "standard" /etc/pam.d/su from my system (comments
removed):

auth       sufficient pam_rootok.so
@include common-auth
@include common-account
@include common-session
