Of course. And this is why the /etc dir is definitely the location for
these files, at least according to the Debian Policy, as long as they
are likely to be "conffiles", ie files that may be changed by the
local sysadmin.

I'm pretty sure this wouldn't fit for all Linux systems which follow
FHS.
