[Pkg-shadow-devel] Bug#341489: passwd.1 manpage contains HTML character entities

The passwd.1 manpage contains two HTML character entities:

$ man passwd | grep -A 2 Immediately
Reformatting passwd(1), please wait...
              Immediately  expire  an account’s password. This in effect
              can force a user to change his/her password at the user’s
              next login.

It doesn't seem to be in the upstream package's passwd.1, but it looks
like the debian one is generated differently?
