According to /usr/share/base-passwd/passwd.master, ~nobody is the
phantom directory /nonexistent.  Once upon a time it lived in /home,
but security checkers such as "tiger" disapprove of this.

As a result, "pwck" now always complains:
# user nobody: directory /nonexistent does not exist

Now, it's possible that this should be redesignated as a policy
issue for base-passwd... in which case I'd be interested to know if
anyone's ever proposed using /dev/urandom?!

Otherwise, "pwck" needs to be made less fussy, or at the very least
given documentation for the obscure options like -e.
