BTW, I see no problem with this. It's quite logical step.

Please, just run `dpkg -L passwd | grep bin/ | nl` and
compare vs. `dpkg -L login | grep bin/ | nl`.

Also, remember issue with MAIL_DIR...

Therefore I think that if/when it will be finally
decided to keep shipping shadow in 2 pieces, then
/etc/login.defs will have to be shipped in "passwd" pkg
instead, because /bin/su, /bin/login and 4 (soon 3)
other "login" utils are more easy to patch in order to
stop requiring login.defs than 27 utils from passwd.

But let's wait for Nicolas to summarise login.defs
usage.

As another alternative (if you want to leave everything
untouched for linux), I propose to pack login.defs into
"passwd" for HURD (and make HURD's "login" to depend on
"passwd", but this is insignificant because shadow's
"login" won't work on HURD in nearest future anyway and
thus is completely useless for this platform).
