Now that Tomasz has released shadow 4.0.13 and the former version of
shadow is ready to enter testing (should happen tomorrow), we are
ready to prepare and release 4.0.13-1

The test packages I prepared
(http://www.perrier.eu.org/debian/packages) now don't have the
utilities AND they Depend on debianutils (>= 2.15).

I rebuilt Clint's packages
(http://people.debian.org/~schizo/debianutils/) and tried installing
both in the same dpkg run...which works like a charm.

We now seem really ready to go and fix these bugs.

Last green lights to get:

-shadow 4.0.12-6 in testing
-enough tests on 4.0.13-1 just to be sure we don't break too much
 stuff

We have to be aware that shadow 4.0.13-1 and debianutils 2.15 now have
to go to testing together...so each of us should be careful not
breaking them too much....and avoid uploads until both reach
testing....
