Since passwd is not an essential package, users of add-shell should
not simply depend on passwd.  For example, having an essential package
like bash depend on passwd would be awkward.

In order for this to be feasible, there should be a way for packages
to register themselves in the absence of passwd, e.g., by depositing
a file in a specified directory which passwd can then process when it
is installed for the first time.
